      I know I could just download the ZIP files from wp.com, but wondering if you have posted the source for your “free” plugins somewhere like GitHub, Bitbucket, or Sourceforge?

      The files at WordPress.org are always the latest versions. I don’t maintain a public repository for those anywhere else.
