To answer your question, no, that is not by design and must be something with your site. Maybe some permissions are messed up somewhere, or a conflict with another plugin that also created a “member” custom post type?

Yes, as long as you set up the unique identifier correctly with WP All Import, then you can use it to update existing posts if it finds a match for that identifier. You should take a look at their documentation, which also includes quite a few useful videos. It’s a very powerful and well designed plugin.
Members are a custom post type, so if you use an importer that can import to custom post types, and map the extra fields my plugin creates to the appropriate post_meta fields, then, yes, you can do a mass import. Although I haven’t tried it with the Member Directory, I’m a big fan of WP All Import for importing huge #s of products into WooCommerce (products are a custom post type that WooCommerce creates).
